• Sending medicine to Iran is not sanctioned. What are you really protesting against?

• دارو جزو اقلام تحریمی نیست. شما به چه چیزی دارید اعتراض می‌کنید؟

While most medicine is officially exempted from sanctions rules that forbid trade with Iran, the reality is that medicine imports are insufficient to meet demand, which has led to increased prices or even complete unavailability of certain medicines. There are multiple factors contributing to this problem, including the Iranian government’s economic mismanagement and the oil embargo. Thus the situation is complex and evolving. However the inability of companies in Iran to access banks that will enable medicine-related financial transactions, because western banks are not willing to complete these transactions, is a crucial component of the overall problem. It is this aspect that Havaar is targeting at the beginning of this campaign.
با این‌که دارو جزو اقلام تحریمی نیست و صادراتِ آن از غرب به ایران از نظر قوانین تحریم منعی ندارد، اما واقعیت آن است که بیمارانِ ایرانی با کمبود دارو مواجه‌اند و داروی وارد شده به ایران کفافِ تقاضای مردم را نمی‌دهد. دلایل مختلفی، از جمله بی‌کفایتیِ دولت ایران و تحریمِ فروشِ نفت، باعث بروز این مشکل شده‌ و در نتیجه وضعیتِ بازار دارو در ایران پیچیده‌است و مدام تغییر می‌کند. با این حال یکی از عواملِ اصلیِ به‌وجودآورنده‌ی این بحران، ناتوانیِ شرکت‌های داخلی به انجام مبادلاتِ بانکیِ مربوط به دارو با طرفِ خارجی است چرا که بانک‌های غربی تمایلی به انجامِ این مبادلات بانکی ندارند. به همین خاطر گروهِ هوار در مرحله‌ی اولِ کمپین، بانک‌ها را هدف قرار داده است.
• The Iranian government’s economic mismanagement is the root of the problem. Why not target this campaign against the government of the Islamic Republic?
• بی‌کفایتی اقتصادی دولت ایران ریشه ی این مشکل است. چرا این کمپین دولت ایران را هدف قرار نمی‌دهد؟
The Iranian government is definitely part of the problem when it comes to medicine shortages—there are multiple governments, banks, and individuals who are culpable. As a U.S.-based organization, however, Havaar feels it is best positioned to apply pressure on banks and on the U.S. government. We stand in solidarity with Iranians in Iran who are active against the undemocratic and unfair policies of the government there.
مسلما دولت ایران نیز یکی از عوامل به وجود آورنده‌ی مشکل دارو در کشور است، و البته بسیاری از دولت‌ها، بانک‌ها و افرادِ دیگر نیز در به وجود آوردنِ این مسأله نقش دارند. با این همه، هوار به عنوان گروهی که در آمریکا مستقر است، بهتر می‌تواند بر بانک‌های بین‌المللی و نیز دولت آمریکا فشار بیاورد. ما با ایرانیانی که در داخل کشور با سیاست‌های غیردموکراتیک و ناعادلانه‌ی دولتِ ایران مخالف هستند نیز اعلام همبستگی می‌کنیم.
• Why do you only blame international banks?
• چرا شما فقط بانک‌ها را مقصر می‌دانید؟
The unwillingness of most banks to allow financial transactions relating to medicine purchases in Iran is one important part of the problem, but banks are not solely to blame. The sanctions policy of the U.S. government, as implemented by the Office of Foreign Assets Control, is certainly responsible in part for medicine shortages in Iran, and the Iranian government itself also deserves a significant share of the blame due to economic mismanagement and corruption.
ما تنها بانک‌ها را مقصر نمی‌دانیم. عدم تمایل بانک‌ها به انجام معاملات بانکی مربوط به دارو یکی از دلایل مهمی است که باعث بروز بحرانِ دارو در ایران شده است اما بانک‌ها تنها عاملِ بروزِ مشکل نیستند. تحریم‌هایی که توسط دولت آمریکا علیه ایران وضع شده، و توسط دفتر کنترل دارایی‌های خارجی دولت آمریکا به اجرا درمی‌آید، نیز در کمبود دارو در ایران نقش بازی می‌کنند. هم‌چنین بی‌کفایتیِ اقتصادی و فسادِ دولتِ ایران نیز نقش عمده‌ای در به وجود آمدنِ بحرانِ سلامت در ایران دارد.
• Why are you targeting banks but not Western governments?
• چرا شما به جای بانک‌ها، روی دولت‌های غربی فشار نمی‌آورید؟
OFAC published an announcement on February 6, 2013 which again clarified that banks are allowed to conduct medicine-related transactions. Havaar still holds western governments and OFAC responsible for the sanctions regime (and the oil embargo) that has directly and negatively affected the ability of Iranian importers to buy medicine. However, we are targeting banks as an initial step simply because our analysis suggests that they are best positioned to change their policies in a manner that alleviates the problem of access to medicine in Iran.
دفتر کنترل دارایی‌های خارجی دولت آمریکا در هجدهم بهمن 1391 دوباره اعلام کرد که بانک‌های غربی می‌توانند مراواداتِ بانکیِ مربوط به دارو را با طرفِ ایرانی انجام دهند. گروهِ هوار البته کماکان دولت‌های غربی و دفتر کنترلِ دارایی‌های خارجیِ دولتِ آمریکا را به خاطر مجموعه‌ی تحریم‌ها (و تحریمِ خرید نفت) که به شکل مستقیم روی توانایی واردکننده‌های دارو در ایران تأثیر منفی گذاشته، مسئولِ بحرانِ دارو در ایران می‌داند. با این حال، ما به عنوان قدم اول بانک‌ها را هدف قرار داده‌ایم چون بانک‌ها، نسبت به هدف‌های دیگری که کمپین می‌توانست برگزیند، امکان بیشتری برای طرفِ گفت‌وگو قرار گرفتن و کمک به کاهش مشکل دارو در ایران دارند.
• Sanctions cause other problems too—why are you only focusing on medicine?
• تحریم‌ها مشکلات دیگری را هم ایجاد می‌کنند، چرا شما تنها به مسأله‌ی دارو می‌پردازید؟
Undoubtedly the sanctions have been devastating in a number of ways beyond lack of access to affordable medicine. Sanctions have had a terrible effect on the Iranian economy, causing devaluation of the rial, inflation and poverty. They have negatively affected the quality of life for Iranians both inside and outside the country (especially students for the latter). Havaar is opposed to the entire sanctions regime and will be working against it in other ways during the campaign.
سوای مشکل کمبود و بالا رفتنِ قیمتِ دارو، تحریم‌ها بدون شک آثار مخربِ دیگری نیز در پی داشته‌اند، ضربه‌ی مهلکی به اقتصاد ایران زده‌اند، و سبب کاهش ارزش ریال، تورم و فقر شده‌اند. تحریم‌ها کیفیت زندگیِ ایرانیان در داخل و خارج کشور مخصوصن دانشجویان را تحت تأثیر قرار داده‌اند. گروهِ هوار با همه‌ی تحریم‌ها مخالف است و در ضمن فعالیت برای کمک به حل بحران دارو در ایران، به آثارِ دیگرِ تحریم‌ها نیز توجه دارد.
Our immediate goal though is to work to improve access to medicine for Iranians. U.S. regulations have a specific exemption allowing for purchases of medicine, but in reality the lack of access to the internationally banking system has made such purchases very difficult. Ensuring access to life-saving drugs is vitally important, and Havaar feels we have a good chance to have a positive effect on this specific problem while continuing to draw attention to the unjust nature of the entire sanctions regime.
با این همه، هدفِ فوریِ ما، دسترسی ایرانیان به دارو های حیاتی‌است. بر اساس قوانین آمریکا، دارو جزو اقلام تحریمی نیست، اما در واقعیت دشوار بودن ارتباط بانک‌های ایرانی به سیستم بانکیِ بین‌المللی، خریدِ دارو را با مشکلات جدی روبه‌رو ساخته‌است. اهمیتِ دسترسی به داروهای حیاتی برای ایرانیان بالاست. گروه هوار بر این باور است که این کمپین شانسِ زیادی دارد که در حل مشکل دارو تأثیر مثبتی بگذارد. گروهِ هوار هم‌چنین مصمم است تا از طریق کمپینِ دارو، توجه اذهان عمومی را به کل تحریم‌ها و آثار منفی آن روی زندگی مردم جلب کند.
• What do you want from banks?
• شما از بانک‌ها چه می‌خواهید؟
We are strongly urging banks to enable medicine-related financial transactions—which are literally life-saving—with Iranian companies, and to clarify via public statement their corporate policy with respect to this issue.
ما مجدانه از بانک‌ها خواستاریم که این نوع مبادلات بانکی را – که می تواند برای بیمارانِ ایرانی نجات‌بخش باشد – با بانک‌های ایرانی انجام دهند. هم‌چنین از هر بانک می‌خواهیم با صدور یک بیانیه‌‌ی عمومی، سیاستِ بانکِ خود را در رابطه با این مسأله برای افکار عمومی توضیح دهد.
• What will you do with the signatures?
• با امضاهای جمع‌آوری شده چه می‌کنید؟
The signatures on the petition will be sent to the CEOs of targeted banks and, to the extent it is possible, Havaar and our allies outside the U.S. will personally deliver the petition to the corporate offices of the banks in question.
امضاهای جمع‌آوری شده برای طومار، به مدیران بانک‌هایی که در این فهرست آمده‌اند فرستاده خواهد شد و تا جایی که امکان داشته باشد، هوار و نیز همراهان‌ش خارج از آمریکا، امضاهای جمع‌آوری شده را شخصن به دفاتر رسمیِ بانک‌های مورد نظر تحویل خواهند داد و از آن‌ها پاسخ خواهند خواست.
• Until when are you collecting signatures?
• جمع آوری امضا تا چه زمانی ادامه خواهد داشت؟
Collecting signatures will not stop until the campaign reaches its goal. But when we have an effective number of signatures, we will send them to the CEOs of targeted banks and, to the extent possible, will personally deliver the petition to the corporate offices of the banks in question.
جمع‌آوری امضا تا زمانی که کمپین به هدفِ خود نرسد متوقف نمی‌شود. اما وقتی امضاها به تعداد اثرگذاری رسید، برای مدیران بانک‌ها ارسال خواهد شد و نیز تا جایی که امکان داشته باشد به دفاتر رسمی بانک‌های مورد نظر در کشورهای مختلف تحویل داده می‌شود.
