Sanctions against Iran are often presented as a humane alternative to war, but in fact they have caused massive economic hardship and a social crisis in Iranian society that has reached life-threatening proportions. The U.S.-led sanctions regime is strangling the Iranian people, cutting off trade relations, financial transactions, and access to vital goods. The results have been stark and devastating: currency devaluation, skyrocketing inflation, factory closures, layoffs, unpaid wages, and now a major healthcare crisis.
Without access to the international banking system, Iranians are finding it increasingly difficult to import life-saving medicines or the raw materials for many domestically-made drugs—a situation which a January 8, 2013 Associated Press report deemed “a sign of the domino effect of sanctions on everyday life.”
The Office of Foreign Assets Control (OFAC), the U.S. agency that regulates sanctions, has officially exempted medicine-related transactions as a humanitarian gesture. However, at this point few banks are willing to do business with Iranian pharmaceutical importers. Shortages and steep price increases of drugs used to treat cancer, hemophilia, multiple sclerosis and other ailments have put hundreds of thousands at risk and resulted in an unknown but increasing number of deaths. This amounts to collective punishment of an entire population.
Sanctions and the constant threat of military intervention by the U.S. and Israel target the very people who have already been struggling to live under a corrupt government that has mismanaged the economy and thwarted basic democratic rights. The resulting state of emergency in Iran has only strengthened the hand of government officials who seek to crush popular movements inside the country under the pretext of defending national security.
Havaar continues to speak out against this silent war, and today we are announcing an effort to pressure international banking institutions to process financial transactions related to the importation of medicine so that Iranians can acquire life-saving drugs. We are asking individuals and organizations to join us by signing our petition addressed to CEOs of major banks.
This petition is just the first step in a broader campaign against the entire sanctions regime: rather than being an alternative to war, sanctions wreak havoc on the life chances of entire populations and are often used to pave the way for military intervention, as our brothers and sisters in Iraq have experienced firsthand.
Havaar’s guiding principle is to stand in solidarity with the Iranian people. Therefore, we will continue to actively oppose threats of military attack from the U.S. and Israel—as well as other forms of external intervention in Iran—and the repression that the Iranian government continues to direct against its own people.

هر چند تحریمها علیه ایران عمومن جایگزینِ انسان دوستانهای برای جنگ معرفی میشوند، اما تحریمها در حقیقت موجب بروز مشکلاتِ شدید اقتصادی و اجتماعی در جامعهی ایران شده به شکلی که جان ایرانیان را به خطر انداختهاند.
فشار تحریمهای وضع شده به رهبریِ دولت آمریکا بر دوش مردم ایران قرار دارد و روابط تجاری، مبادلات اقتصادی و دسترسی به کالاهای اساسی را برای آنها بسیار دشوار کردهاست.
آثارِ تحریمها سخت و نابودکنندهاست: کاهش ارزش پول ملی، تورم سرسامآور، تعطیلیِ کارخانهها، تعدیل نیروی کار، درآمدهای پرداخت نشده، و حالا بحرانِ سلامتِ عمومی.
بدون دسترسی به نظام بانکیِ بینالمللی، ایرانیان به دشواری میتوانند داروهای حیاتی یا مواد اولیهای را که برای تولید دارو در کشور لازم است وارد کنند؛ وضعیتی که در گزارش نوزدهم دیماهِ خبرگزاری آسوشیتدپرس از آن به عنوانِ «نشانهای از تأثیر دومینوییِ تحریمها روی زندگیِ روزمرهی مردم» یاد شدهبود.
دفتر کنترل داراییهای خارجیِ آمریکا (OFAC)، که تحریمها را تنظیم میکند، با رویکردی به ظاهر انساندوستانه، برای مبادلاتِ پولیِ مربوط به دارو استثنا قائل شدهست.
اما هماینک بانکهای معدودی مایل به همکاری تجاری با واردکنندههای دارو در ایران هستند.
کمبود دارو و بالا رفتنِ قیمت داروهایی که برای درمان سرطان، هموفیلی، ام اس، و بیماریهای دیگر مورد استفاده قرار میگیرد، جانِ صدها هزار ایرانی را به خطر انداخته و باعث مرگِ تعداد نامشخص اما روبهافزایشی از بیماران شده است.
نتیجهی این روند، تنبیهِ دستهجمعیِ مردم ایران است.
تحریمها و تهدیدهای نظامی مداوم آمریکا و اسرائیل، درست همان مردمی را هدف قرار میدهد که با وجود فساد و بیکفایتیِ اقتصادیِ دولتِ ایران و نقضِ حقوقِ بنیادینِ دموکراتیکشان در کشور، کماکان برای زندگی مبارزه میکنند.
وضعیتِ بحرانیِ ایران تنها باعث افزایش سهمِ مسئولانِ حکومتی در بازار سیاه شده و به آنان کمک کرده است تا به بهانهی دفاع از امنیت ملی، به سرکوب بیشتر جنبشهای مردمی داخل کشور دست بزنند.
هوار به مبارزه با این جنگِ خاموش ادامه میدهد. ما امروز آغازگرِ تلاشی هستیم تا با اِعمال فشار روی نهادهای بانکیِ بینالمللی، انجام مبادلاتِ اقتصادی مربوط به وارداتِ دارو به ایران را تسهیل کنیم تا ایرانیان بتوانند به داروهای حیاتی دسترسی داشته باشند.
ما از افراد و نهادهای مختلف میخواهیم با امضای این طومار که خطاب به رؤسای بانکها نوشته شده به ما بپیوندند.
این طومار، قدم اول برای کمپینِ وسیعتری علیه تمام تحریمهاست: تحریمها بیش از آنکه جایگزینی برای جنگ باشند، فرصتهای زندگیِ مردم را به یغما میبرند و اغلب راه را برای دخالت نظامی هموار میکنند؛ درست همانطور که برادران و خواهران ما در عراق آن را تجربه کردند.
اصلِ راهبردیِ گروه هوار همبستگی با مردم ایران است. در نتیجه ما فعالانه با تحریمها و تهدیدهای نظامیِ امریکا و اسرائیل—و با هر گونه دخالتِ خارجی—و نیز با سرکوبی که دولتِ ایران همچنان علیه مردمِ خود روا می دارد مخالفت میکنیم.
